Colorado AI exists so the AI era makes Coloradans abundant. The promise is prosperity that reaches people, more time, security, and the freedom to pursue purpose, creativity, community, and contribution. Jobs, investment, and GDP are the evidence. Abundance is the point.
The framework, three areas
The framework's three areas
Protect, Govern, and Lead are one plan. Colorado earns the public's trust in AI only when AI benefits everyone and the state guards against the harm it can cause.
Protect
Coloradans get real recourse when an AI product causes one of six named harms, and the companies behind those harms answer for it.
When AI products hurt Coloradans, the state can act on six named harms: a private right of action and attorney general injunctive relief, both limited to those six, with a harm-to-persons standard, revenue-scaled penalties, and clean-energy and water rules for AI data centers. That law protects Coloradans.
Govern
The state runs on AI, with faster licenses and permits, less waste, and real savings for taxpayers.
Pennsylvania cut license processing from 8 weeks to 2 days using AI document review, and its GenAI pilot freed about 8 hours per employee per week before expanding to 3,000 or more employees. Colorado serves about 886,000 licensees and about 65,000 businesses through DORA alone. AI handles intake and screening, humans approve, and Coloradans get answers in days.
Lead
Colorado builds the AI economy at home, the chips, quantum, and clean power, with the jobs and prosperity that follow.
Colorado can make the chips, photonics, and quantum AI runs on, host the gigawatt-scale data centers and fiber that connect them, and build the cleanest grid in the country to power it all. The Denver and Boulder region holds a federal Elevate Quantum Tech Hub designation, with up to $1 billion in federal investment eligibility over a decade.

- Convene the Council for the Advancement of AI within 90 days
