The Council for the Advancement of AI
The Council is a public body Colorado's next governor convenes in the first 90 days. It brings industry, government, and AI experts to one table to make the AI era serve all Coloradans.
What it is
A standing table where Coloradans shape how AI serves them.
Most states are letting the AI era happen to them. The Council is how Coloradans shape it together, on purpose, so the technology serves everyone, and it is not a regulator or a lobby.
In plain terms, the Council is where Coloradans come together, in public, to make sure the AI era serves all of us.
The precedent
Colorado has done this before.
In 2018, Governor John Hickenlooper convened the Council for the Advancement of Blockchain Technology Use on a public, 90-day mandate. The Council for the Advancement of AI follows that proven model, scaled to the stakes of AI.

What the Council does
- Deliberates and shapes Colorado's direction on AI in the open, hearing directly from Coloradans through public forums and input
- Creates and publishes the annual Coloradan Benefit Scorecard, tracking whether the AI era is benefiting all Coloradans
- Creates and publishes the annual Colorado Competitiveness Scorecard, tracking how Colorado's AI economy is doing
- Sets the Company Safe-Harbor Framework that Colorado's law creates, a good-actor standard such as the NIST AI Risk Management Framework, so responsible AI companies have clear rules

- Heads of the governor's office departments
- State senators and representatives
- AI startup founders
- Academic and technical AI experts, from universities and the federal labs
- The attorney general's office
Built to last
- A 90-day initial mandate, so it starts fast

- A structure that survives changes in elected leadership
The Coloradan Benefit Scorecard
Once a year, the Council reports back: is the AI era making life better in Colorado? It looks at the cost of living, opportunities, time freed from drudgery, and harms held at bay.
The Colorado Competitiveness Scorecard
Each year the Council also tracks how Colorado's AI economy is doing: the investment flowing in, the companies forming, the talent kept and recruited, and how the state stacks up against its peers.
We are not waiting
The groundwork is already underway.
The next governor convenes the Council, but Colorado AI is making sure it can move on day one. We are already doing the groundwork:
- Gathering the leaders, founders, and experts who would serve.
- Drafting the scorecards and the safe-harbor framework the Council could adopt as starting points.
- Framing the first questions it should take up.
So Colorado's next leader will not start from a blank page. If the Council is not convened, Colorado AI carries these forward with the governor, the attorney general, and the legislature.
